Cold email agency ten outbound firms, compared

A cold email agency finds the companies you should sell to, writes to the right people there, keeps the mail out of spam, and books meetings for your sales team.

This page compares ten outbound sales agencies we checked on their own websites on October 16, 2026, with published prices where they exist.

It also covers what most lists skip: the deliverability rules Google, Yahoo and Microsoft now enforce, US CAN-SPAM and UK PECR, and the contract terms that separate a good outbound agency from an expensive list blast.

01/ the service

What a cold email agency does and what it should own

A cold email agency runs outbound prospecting by email for B2B companies.

In practice that means four jobs: building the target list, setting up and protecting the sending infrastructure, writing and testing the sequences, and handling replies until a meeting is in your calendar.

Most of the firms below now call themselves outbound agencies or outbound sales agencies, because email alone rarely carries a campaign.

They add LinkedIn, phone and sometimes direct mail.

The email part is still where most of the technical risk sits: one badly set-up domain can put your company's own mail in spam.

The good ones start with who to contact and why now, not with volume.

A short list of companies showing a real reason to buy will outperform a long list of job titles.

The section on signal-led outbound shows the data.

Cold email agency, appointment setting agency, outsourced SDR: what is the difference?

The labels overlap.

A cold email agency sells the email channel and its infrastructure.

An appointment setting agency sells booked meetings and usually adds phone.

An SDR agency or outsourced SDR service rents you a sales development rep, often priced per head.

A lead generation agency may do all of this, or just sell lists.

Ask what you are paying for: activity, meetings, or people.

Nobody paid to appear here.

We list firms whose core offer is outbound: cold email, LinkedIn and phone run for clients.

Software tools (sequencers, data platforms) are excluded.

Prices appear only where a firm publishes them on its own website.

Results quoted on agency sites are their claims, not ours.

04/ deliverability

Cold email deliverability fundamentals what any agency must get right

This is where outbound programmes fail first.

Ask any agency how it handles each step, and who owns the domains afterwards.

SPF: say who may send for you

SPF is a DNS record listing the servers allowed to send mail for your domain.

Google tells senders the record should include all email senders for your domain, or messages from missing senders are more likely to land in spam.

Google Workspace caps a user at 2,000 messages a day and 3,000 external recipients.

Those are hard limits, not targets.

A cold email programme should never come near them.

05/ mailbox providers

Google, Yahoo and Microsoft sender rules the 2024 to 2025 requirements

Gmail and Yahoo began enforcing new rules for bulk senders in February 2024; Outlook.com followed in May 2025.

Checked on each provider's own page today.

RequirementGoogle (Gmail)YahooMicrosoft (Outlook.com)
Who counts as a bulk sender5,000 or more messages a day to personal Gmail accountsBulk senders (Yahoo sets separate rules for all senders and for bulk)More than 5,000 emails a day to Outlook.com accounts
AuthenticationSPF and DKIM, plus DMARC (p=none allowed)Both SPF and DKIM, and a valid DMARC policy of at least p=noneSPF, DKIM and DMARC; p=reject recommended
One-click unsubscribeRequired for marketing and subscribed messagesRequired via a list-unsubscribe header (RFC 8058)Not in the authentication requirement
Honor unsubscribes within48 hours2 daysNot stated
What happens if you failRejections or spam foldering; stricter enforcement since November 2025Enforcement began February 2024Junk folder, then rejection (error 5.7.515)

The fine print matters for B2B. Google says its sender guidelines don't apply to messages sent to Google Workspace accounts, only to personal Gmail.

Most cold email goes to company domains.

But the rules are the clearest published standard for what inbox providers expect, and authentication costs nothing, so a serious agency meets them everywhere.

Google also counts all mail from the same primary domain toward the 5,000, and once you are classed as a bulk sender, that status is permanent.

A layered diagram of a cold email sending setup, from the main company domain down through sending domains, inboxes, authentication records, warm-up and daily volume caps.
Your main domain stays out of cold outreach. Separate sending domains carry SPF, DKIM and DMARC, a few inboxes each, warm-up first, and low daily volume per inbox.

06/ volume

Why more volume per inbox gets fewer replies the data from two sending platforms

Woodpecker publishes its own platform data on this.

Across 7,676 mailboxes, those averaging 1 to 20 emails a day had a 2.0% median reply rate, four times the 0.5% of mailboxes sending 101 to 200.

Woodpecker notes the medians are per mailbox and that the sample mixes use cases, so read it as direction, not a law.

Gong's own benchmark points the same way: sending a high volume of emails often results in lower reply rates, and in its 2024 data manual emails had a 2.1% median reply rate against 1.1% for automated ones.

A bar chart showing median cold email reply rate falling from 2.0% for inboxes sending 1 to 20 emails a day to 0.4% for inboxes sending 201 to 500 a day.

07/ two approaches

Signal-led vs volume outbound how the best agencies differ

Signal-led outboundVolume outbound

List sizeHundreds a month, refreshed dailyThousands a month, refreshed rarely
MessageOpens with the signal and the problem it impliesOpens with the product
Infrastructure loadLow volume per inboxMany inboxes pushed hard
Main riskSignals that sound clever but do not predict buyingSpam complaints, burned domains, a brand people block

→ Fewer, better-timed emails. It is how we run outbound, built on Clay. See GTM engineer.

Gong's study with Jason Bay found the average rep had to send 344 cold emails to land one meeting, that the top 10% of reps book 8.1x more meetings than average, and that pitching in a cold email cuts reply rates by up to 57%.

On signals specifically, one vendor case study is worth reading with its source in mind: Smartlead reports that Trigify, a signals platform, ran a campaign to over 3,000 contacts with a 25% reply rate, 38% of replies positive.

That is a tool vendor's account of a customer, not an independent study.

08/ US rules

Cold email law in the US CAN-SPAM, including B2B

QuestionWhat the FTC saysSource
Does CAN-SPAM cover B2B cold email?Yes. The law makes no exception for business-to-business email.FTC compliance guide
What is the penalty?Up to $53,088 for each separate email in violation.FTC; amount set in 16 CFR 1.98
What must each email include?Accurate header and From details, a non-deceptive subject line, a clear disclosure that it is an ad, your valid physical postal address, and a clear way to opt out.FTC
How fast must we honor an opt-out?Within 10 business days. The opt-out must keep working for at least 30 days after sending.FTC
If we hire an agency, who is liable? Both. You cannot contract away your legal responsibility; the company promoted and the company sending may both be held responsible.FTC

This is not legal advice.

CAN-SPAM is opt-out, not opt-in: you may email a business contact without prior consent if every message follows the rules above.

09/ UK rules

Cold email law in the UK PECR and UK GDPR

QuestionWhat the ICO saysSource
Can we cold email a company without consent?Yes, if it is a corporate subscriber (companies, LLPs, Scottish partnerships, some government bodies): PECR's electronic mail rule does not apply to them.ICO, B2B marketing
Who is treated like an individual?Sole traders and some other partnerships. You need their consent, or the soft opt-in, before emailing them.ICO, B2B marketing
What if we cannot tell which it is?Treat the address as an individual subscriber and follow the stricter rules.ICO, B2B marketing
What must every B2B email include?Do not disguise who you are, and give a valid address to opt out. The ICO says you should comply with an opt-out.ICO, B2B marketing
Does UK GDPR apply to named contacts?Yes. You need a lawful basis; where PECR does not require consent, legitimate interests is likely appropriate, after the three-part test.ICO, B2B marketing
Do tracking pixels count?Yes. Pixels that store or read information on the reader's device fall under PECR's cookie rules, for every type of subscriber.ICO, B2B marketing
What are the fines now?Since February 5, 2026 the ICO can fine up to £17.5 million or 4% of global turnover under PECR.ICO, DUAA statement

The ICO notes its B2B guidance is under review after the Data (Use and Access) Act.

This is not legal advice.

Calls and LinkedIn messages have their own rules; see our lead generation page.

12/ before you sign

How to choose a cold email agency eight questions to ask

01

Whose domains and inboxes are they?

They should be registered to your company, so you keep them if you leave.

02

How do you authenticate and warm up?

Expect SPF, DKIM and DMARC on every sending domain, a warm-up period, and a stated cap per inbox per day.

03

What is your spam-complaint rate?

Ask for Postmaster Tools data.

Google wants senders below 0.10% and never at 0.30%.

04

Where does the list come from?

Named data sources, verification before sending, and how sole traders are handled under UK PECR.

05

What signals do you use?

Which events trigger contact, and how quickly after the event the first email goes out.

06

What counts as qualified?

A written definition you agree before launch, checked against your CRM, not the agency's dashboard.

07

Who writes the copy?

Named people, samples in your market, and how many variants are tested.

08

How do we leave?

Notice period, and handover of domains, lists, sequences and reply history.

13/ walk away

Red flags in an outbound agency proposal what we would question

Guaranteed meetings with no definition

Leadium, for one, says it does not guarantee appointment outcomes because too many factors affect them.

A vague guarantee is a warning, not comfort.

Sending from your main domain

One complaint spike can push your everyday email into spam.

Cold email belongs on separate domains.

"Unlimited" volume

Woodpecker's platform data shows reply rates fall as volume per inbox rises.

More sends is not more pipeline.

No unsubscribe line

CAN-SPAM requires an opt-out in every commercial email, and you stay liable for what the agency sends.

Bought lists, no verification

Google tells senders not to purchase email addresses.

Unverified lists bounce, and bounces damage domain reputation.

Reporting stops at opens

Google says it doesn't track open rates and can't verify the ones third parties report.

Ask for replies, meetings held and pipeline.
