Fractional CMO what one does, what one costs, and when to hire one

A fractional CMO is a senior marketing leader who works for your company part time, usually one to three days a week, on a contract rather than a salary.

You get chief marketing officer judgment (strategy, budget, team, agencies) without a full-time executive hire.

GTM Quest is a London GTM agency that builds pipeline systems, and we often work alongside fractional CMOs.

This page covers what the role is, the first 90 days, engagement shapes, published US and UK costs, IR35 and 1099 status, and how to decide between a fractional CMO, an agency, a consultant and a full-time hire.

01/ the definition

What is a fractional CMO? and how it differs from interim and consulting

A fractional CMO is an experienced marketing executive who holds the CMO job at your company for a fraction of the week.

They own marketing strategy, the budget, the team and the agencies, sit in leadership meetings and answer for results.

Most work with several clients at once.

The word "fractional" describes the time commitment, not the seniority.

A good fractional CMO has done the full-time job before.

What you buy is their judgment on what to do, what to stop and who should do it, plus enough hours to make it happen.

The model is now common.

The UK Institute of Interim Management asked about it for the first time in its 2026 survey and found 25% of interims' last assignments were delivered fractionally, which it says "reinforces the arrival of this style of operation in practice".

Fractional CMO vs interim CMO

An interim CMO works full time for a fixed period, often to cover a gap between permanent hires or to lead a turnaround.

A fractional CMO works part time on an open-ended or rolling basis.

IIM members report an average assignment length of 10.0 months across all interim work.

Fractional CMO vs marketing consultant

A consultant advises and leaves; a fractional CMO is accountable for outcomes and manages people.

If the person will not attend your leadership meeting or line-manage anyone, you are hiring a consultant, whatever the title says.

What is a fractional GTM team?

A fractional GTM team extends the idea beyond marketing: a part-time senior go-to-market leader, sometimes with a small bench of specialists, covering marketing, sales process and revenue operations together.

It suits early companies where one person needs to set up the whole motion.

Our sister site covers fractional GTM leaders in more detail.

02/ the work

What does a fractional CMO do? six jobs, in priority order

The scope is the full CMO job, compressed.

The difference is that a fractional CMO spends more time deciding and directing and less time in production.

01

Marketing strategy

Which segments to target, what to say to them and which channels to use.

Written down, agreed with the CEO and sales leader, and tied to a revenue target.

  • ✓ Ideal customer profile
  • ✓ Positioning and messaging
  • ✓ Channel plan

02

Budget and measurement

Where the money goes and how you will know it worked.

A fractional CMO should cut spend that does not produce pipeline before asking for more.

  • ✓ Budget by channel
  • ✓ Pipeline targets
  • ✓ A weekly dashboard

03

Team leadership

Managing the marketers you already have, deciding what to hire next and writing the job descriptions.

Many fractional CMOs also coach a future head of marketing.

04

Agencies and vendors

Choosing, briefing and managing agencies: a content shop, a paid media team, an ABM agency or a GTM agency for pipeline systems.

They hold agencies to account on results.

05

Sales and marketing alignment

Agreeing with sales what a qualified lead is, how leads are handed over and how pipeline is reported, so both teams count the same numbers.

06

Board and investor reporting

Explaining marketing performance to the board in revenue terms, and building the plan behind the next fundraise or budget round.

What a fractional CMO usually does not do: write every blog post, run ad accounts day to day or build your CRM workflows.

That is execution, and it sits with your team or with agencies.

See what a go-to-market agency does.

03/ the first 90 days

A fractional CMO's first 90 days diagnose, decide, build

This is the plan we expect a good fractional CMO to propose.

Ask any candidate for theirs; if it starts with a new website, be careful.

Diagnose

Interview the founder, sales, customer success and five to ten customers.

Audit the CRM, the analytics, the budget and every agency contract.

Find where pipeline really comes from.

  • ✓ Customer and team interviews
  • ✓ CRM and attribution audit
  • ✓ Spend and agency review
  • ✓ A written diagnosis

Agree the 90-day outcomes in the contract.

A fractional engagement with no written targets is hard to judge and easy to let drift.

04/ engagement shapes

Fractional CMO packages days per week and engagement shapes

Most fractional CMOs sell time in one of five shapes.

The day counts below are common patterns, not a standard; published price ranges are in the next section.

Interim (full time)Five days a week for a fixed periodCovering a departure or leading a turnaroundPriced like interim work; IIM's average assignment is 10.0 months

Practicus, a UK recruiter, describes fractional CMO engagements as typically one to three days a week.

GoFractional says weekly hours typically fall between 5 and 35.

The IIM figures cover interim managers across every function, not CMOs alone; the survey does not publish a marketing-only rate.

Treat them as the floor and middle of the UK senior contractor market.

For example (UK): two days a week at the IIM's £907 average is £1,814 a week.

Over 44 working weeks, that is about £79,800 a year, before VAT and with no employer National Insurance, pension or bonus on top.

For example (US): MarketerHire's Series A band of $5,000 to $10,000 a month is $60,000 to $120,000 a year.

Payscale puts the average US CMO base salary at $191,521/Salary), before bonus, equity and benefits.

06/ contractor status

IR35 and 1099 status how a fractional CMO is engaged

UK (IR35). If your company is medium or large, HMRC says you must decide the employment status of every worker who works through their own intermediary (usually a limited company), and give them a Status Determination Statement.

Medium or large means meeting two of: turnover over £10.2 million, balance sheet over £5.1 million, more than 50 employees.

HMRC says higher thresholds of £15 million and £7.5 million apply to financial years starting on or after 6 April 2025.

US (1099). The IRS says what matters is whether you have the right to control the details of how the services are performed.

It weighs behavioral control, financial control and the type of relationship.

A fractional CMO who sets their own hours and methods and works for several clients usually looks like an independent contractor.

Status affects price.

The IIM found interims inside IR35 average £830 a day, against £949 outside.

Settle status before you negotiate the rate, and take advice from an accountant if the role looks like a part-time job.

Many companies combine two: a fractional CMO to lead, and a GTM agency or ABM agency to execute.

09/ hiring

How to hire a fractional CMO six steps

  1. 01

    Write the 90-day outcomes first

Three results you expect by day 90, each with a number. This brief filters candidates better than a job description.

    SCOPE
  2. 02

    Decide days and budget

Pick an engagement shape from the table above and set a monthly ceiling before you speak to anyone.

    BUDGET
  3. 03

    Source from relevant experience

Look for people who have done the job at your stage and in your market. B2B SaaS and consumer marketing are different crafts.

    SOURCE
  4. 04

    Test with a real problem

Share your numbers under NDA and ask for a short diagnosis. How they think matters more than how they present.

    ASSESS
  5. 05

    Check references with peers

Speak to two former clients, ideally a CEO and someone who reported to them.

    REFERENCES
  6. 06

    Contract for flexibility

Monthly or quarterly terms, a short notice period, the 90-day outcomes in writing, and IR35 or 1099 status settled up front.

Questions to ask and red flags before you sign

Ask

Questions for every candidate

Use these in the first call.

Good candidates answer with specifics from past roles.

  • ✓ What would you do in your first 30 days here?
  • ✓ Which channel would you cut first, and why?
  • ✓ How many clients do you have now, and how many days does each get?
  • ✓ Tell me about an engagement that did not work. What happened?
  • ✓ How will you report results to me and to the board?
  • ✓ Who would you hire first, and when would we no longer need you?

Avoid

Red flags

Any one of these is a reason to slow down.

  • ✓ A ready-made plan before they have seen your data
  • ✓ No full-time CMO or VP of marketing role in their history
  • ✓ So many clients that yours gets less than a day a week
  • ✓ Pushes their own agency or tools without disclosing it
  • ✓ Talks in impressions and followers, not pipeline and revenue
  • ✓ Wants a 12-month lock-in with no exit after 90 days

11/ honest advice

When not to hire a fractional CMO five situations where it fails

You need hands, not a head. If the strategy is clear and the problem is that nobody has time to run outbound, write content or fix the CRM, a fractional CMO will write you a plan you still cannot execute.

Hire doers or a GTM agency first.

There is no budget to direct. A fractional CMO needs money for people, agencies or media.

If the whole marketing budget is their fee, they will mostly be doing junior work at a senior rate.

The founder will not let go. If the founder rewrites every message and approves every campaign, nobody can lead marketing part time.

Product-market fit is unproven. Marketing amplifies what works.

Before you know who buys and why, a founder-led sales effort or a focused GTM consultant engagement is often a better first step.

You need daily management of a large team. Two days a week cannot cover a large department.

That is a full-time role, or an interim one while you search.

12/ our service

How GTM Quest works with fractional CMOs the execution layer under the strategy

We are not a fractional CMO firm.

We are the team a fractional CMO often hires to execute: ICP and account lists, signal-led outbound built on Clay, LinkedIn content and ads, and the CRM and RevOps that measure it.

The pattern works like this.

The fractional CMO sets the target segments and the message; we build the system that reaches them and report pipeline weekly in your CRM.

Everything lives in accounts you own, so it stays when either of us leaves.
