Fractional sales team how to build sales from a fractional VP of sales, RevOps, SDRs and an agency

A fractional sales team is a sales function assembled from part-time and outsourced parts instead of full-time hires: a fractional VP of sales or CRO to set the motion, fractional RevOps to instrument it, SDR capacity from in-house reps, an outsourced firm or AI, and a GTM agency to run the system underneath.

GTM Quest is that last part.

We build the lists, signals, outbound and CRM that fractional sales leaders run.

This page explains each part, what it costs from published sources, how the parts fit together, and the signals that tell you it is time to hire full-time.

01/ the definition

What is a fractional sales team? and what each fractional title means

A fractional sales team is a sales function where some or all of the senior and specialist roles are filled part time or by outside firms.

The most common shape is a part-time sales leader, a part-time RevOps lead, outsourced or AI-assisted prospecting, and an agency that owns the data and outbound system.

"Fractional" describes the time commitment, not the seniority.

A fractional sales leader should have held the full-time job before.

You pay for their judgment and a few hours a week, not for a body in the office five days.

The model is not niche.

GoFractional's live CRO benchmark draws on 15 job posts and 674 candidate profiles from the last 90 days, and says demand is "rising sharply" against the prior 90 days.

In the UK, the Institute of Interim Management found that 25% of interims' last assignments were fractional.

Fractional VP of sales, CRO, head of sales or sales director?

The titles overlap and the market uses them loosely.

As a rule: a fractional CRO owns all revenue (sales, often customer success and sometimes marketing) and sits with the board; a fractional VP of sales owns the sales number, process and team; a fractional head of sales or sales director usually runs a smaller team day to day and does more coaching.

Our sister site has role guides for the fractional CRO, fractional head of sales and fractional sales director.

What is fractional business development?

Fractional business development means a part-time senior person who opens doors: partnerships, channel deals, a new market or a first set of enterprise logos.

It is less about running a team and more about using their network and credibility.

GoFractional's benchmark for a fractional director of business development averages $173 an hour, though it rests on only three job posts.

What is fractional GTM?

Fractional GTM widens the scope to marketing, sales process and RevOps together, usually through one senior generalist who sets up the whole go-to-market motion.

If your gap is marketing leadership rather than sales, read our guide to the fractional CMO.

Our sister site covers fractional GTM leaders.

02/ the build

The four parts of a fractional sales team who does what

Each part solves a different problem.

Buy them in this order; skipping the first two is the most common reason the third one fails.

01

Fractional VP of sales or CRO

Sets the motion: which accounts to target, the sales process, pricing and discounting rules, targets, and who to hire.

Runs the weekly pipeline meeting and coaches whoever is closing, often the founder.

  • ✓ ICP and target account criteria
  • ✓ Sales process and stage definitions
  • ✓ Hiring plan and comp design

Find one: fractional CRO or fractional head of sales on Fractional Quest.

02

Fractional RevOps

Makes the motion measurable.

Sets up the CRM, pipeline stages, lead routing and the dashboards the leader runs the business from.

Without it, nobody can say which activity produced which deal.

  • ✓ CRM setup and hygiene
  • ✓ Routing and handover rules
  • ✓ Pipeline and forecast reports

Firms that do this: sales operations agencies and revenue operations agencies.

03

SDR capacity

Turns target accounts into first meetings.

You can hire reps, rent a dedicated SDR from an outsourced firm, use an AI SDR, or blend them.

Each option is compared below.

  • ✓ In-house SDRs
  • ✓ Outsourced SDR firm
  • ✓ AI SDR, with human review

Compare outsourced SDR companies or read about the AI SDR.

04

A GTM agency for the system

Builds and runs what sits under the reps: account and contact data, buying signals, sequences, sending infrastructure, LinkedIn content and ads, and the CRM integration that feeds RevOps.

  • ✓ Lists and enrichment (Clay)
  • ✓ Signal-led outbound
  • ✓ LinkedIn content and ads

This is what GTM Quest does as a GTM agency.

See what a go-to-market agency is.

Not every company needs all four on day one.

A founder who still closes every deal may need only the leader and the system.

A company with a working process but empty calendars may need only SDR capacity and the system.

The fractional VP of sales sets targets and process; the GTM agency and SDRs feed meetings into one CRM that RevOps owns; the founder or first AE closes. Everything reports into the weekly pipeline meeting.

03/ the leader

What a fractional VP of sales does in 90 days diagnose, design, prove

This is the plan we expect from a good fractional sales leader.

Ask every candidate for theirs.

If it starts with hiring five reps, slow down.

Diagnose

Sit in on sales calls, interview recent customers and lost deals, and audit the CRM.

Find out where the last 20 deals really came from and why the lost ones were lost.

  • ✓ Call shadowing
  • ✓ Win and loss interviews
  • ✓ CRM and pipeline audit
  • ✓ A written diagnosis

Put the 90-day outcomes in the contract.

GoFractional reports a typical fractional CRO scope of about 8 hours a week, so priorities have to be explicit.

04/ SDR capacity

In-house, outsourced or AI SDRs? pick your situation

Every option needs the same inputs: a target list, a message and a CRM.

What changes is who sends, who you manage and who owns the learning.

What matters most for your first meetings?

In-house SDR

Hire SDRs in-house

You build the skill inside the company and can promote reps into closing roles.

The Bridge Group puts median SDR on-target earnings at $80K ($55K base, $25K variable), with an average ramp of 3.0 months.

  • ✓ Best long-term learning
  • ✓ Needs a manager and a coach
  • ✓ Bridge Group median attrition: 40% a year

Need one part time? See fractional SDRs on Fractional Quest.

Outsourcing the sending does not outsource the legal risk.

The FTC says CAN-SPAM makes no exception for business-to-business email, and that even if you hire another company, "you can't contract away your legal responsibility to comply with the law."

Gartner predicts that by 2028 AI agents will outnumber sellers by 10 times, yet fewer than 40% of sellers will say agents improved productivity.

Treat an AI SDR as capacity that needs supervision, not as a hire.

GoFractional builds its monthly figures as the 25th to 75th percentile hourly rate times typical weekly hours times a four-week month, from public job posts and candidate profiles over the last 90 days.

The sales manager and business development benchmarks rest on three job posts each, so treat them as indicative.

For example (leader): GoFractional's average fractional CRO retainer of $6,400 a month is $76,800 a year.

GoFractional estimates a loaded full-time equivalent of $17,667 a month, or about $212,000 a year, built from the BLS sales manager median plus payroll taxes and benefits, before equity and recruiting fees.

For example (SDRs): SalesRoads bills in four-week periods, so one dedicated SDR at $11,950 is $155,350 over 13 periods in a year.

An in-house SDR at the Bridge Group median OTE costs $80,000 a year before benefits, tools, data and the manager's time.

For example (AI SDR): prospecting 1,000 people a month on AiSDR's pay-as-you-go price is $1,500 a month, before the managed add-on.

UK readers: the IIM puts the average UK interim day rate across all functions at £907 in 2026.

It publishes no sales-only rate.

Bar chart comparing monthly US costs of sales team parts, from $2,500 for an AI SDR managed add-on to $17,667 for a loaded full-time CRO.
Full-time CRO loaded estimate $17,667 (GoFractional); sales manager median wage $12,356 a month (BLS, salary only); one outsourced SDR $11,950 per four weeks (SalesRoads); sales operations manager average base $8,043 a month (Payscale); in-house SDR median OTE $6,667 a month (Bridge Group); fractional CRO average retainer $6,400 (GoFractional); AI SDR managed add-on $2,500 (AiSDR).

07/ fit

Entering the US from the UK or Europe is a common use: a fractional US sales leader and an outsourced or AI-assisted SDR motion test demand before you hire on the ground.

08/ the path

From founder-led sales to a full-time team the signals that move you on

Most companies pass through these stages.

Each one has a signal that says you are ready and a play that moves you to the next.

Founder-led

The signal

The founder closes every deal and can explain why customers buy.

The play

Bring in a fractional sales leader to write down the process and coach the founder.

Owner: Founder + fractional leader

Plan for SDR churn whichever way you go.

The Bridge Group's 2025 report puts average SDR tenure at 1.9 years and average ramp at 3.0 months, so an in-house SDR spends a meaningful share of their time with you getting up to speed.

09/ hiring full-time

When to replace fractional with full-time six triggers

Any two of these together mean the fractional model is now holding you back.

  1. 01

    The leader is the bottleneck

Deals wait for the fractional leader's day in the week. Reviews, pricing calls and coaching back up.

    CAPACITY
  2. 02

    Three or more quota-carrying reps

Daily coaching, one-to-ones and hiring take more hours than a fractional contract covers.

    TEAM
  3. 03

    The motion is repeatable

You know the segment, the message and the conversion rates. The job has moved from designing to scaling.

    PROOF
  4. 04

Outsourced SDR cost passes in-house cost

Compare like for like: one rented SDR at SalesRoads is $11,950 per four weeks against an in-house median OTE of $80K a year, plus your management and tooling.

    COST
  5. 05

RevOps work is daily, not weekly

Routing, reporting and CRM changes are constant. A full-time sales operations hire averages [$96,514 base](https://www.payscale.com/research/US/Job=Sales_Operations_Manager/Salary) on Payscale.

    OPS
  6. 06

Board or investors ask for a named leader

Some boards want a full-time revenue leader on the org chart before the next round.

    GOVERNANCE

A good fractional leader plans for this from the start: they write the job description, run the search, and stay for the first months of handover.

10/ due diligence

Hiring a fractional sales leader questions, red flags and commission

Ask

Questions for every candidate

Use these in the first call.

Good candidates answer with specifics from past roles.

  • ✓ What will you look at in your first 30 days?
  • ✓ How many clients do you have, and how many hours does each get?
  • ✓ Which deals have you closed yourself in the last year?
  • ✓ How would you split work between SDRs, an agency and the founder?
  • ✓ What would make you tell us to hire full-time?
  • ✓ Tell me about an engagement that did not work.

Avoid

Red flags

Any one of these is a reason to slow down.

  • ✓ Wants to hire a team of reps before seeing your data
  • ✓ Has never held a full-time sales leadership role
  • ✓ Pushes their own SDR agency or tools without disclosing it
  • ✓ Reports activity, not pipeline and revenue
  • ✓ Wants a 12-month lock-in with no exit after 90 days
  • ✓ Will not join your weekly pipeline meeting

Pay

Commission and incentives

There is no published standard for fractional sales leader commission.

Common structures are a fixed retainer only, a retainer plus a bonus tied to pipeline or revenue targets, or a small equity grant.

For example, a bonus paid on qualified pipeline created in the quarter rewards building the machine, not just closing.

  • ✓ Agree the measure before the start date
  • ✓ Pay on outcomes the leader controls
  • ✓ Avoid commission on deals the founder closes alone

How GTM Quest fits into a fractional sales team the system under the sales leader

We are not a fractional sales firm and we do not supply SDRs.

We are the part of the team that builds and runs the system: ICP and target account lists, enrichment and buying signals in Clay, signal-led outbound sequences, LinkedIn content and ads, and the CRM and RevOps that report it.

The pattern works like this.

The fractional VP of sales sets the target segments, the message and the stages.

We build the lists and signals, run the outbound that feeds the SDRs or the founder, and report pipeline weekly in your CRM.

Everything lives in accounts you own, so it stays when any fractional part leaves.

If you have a sales leader but no system, start with a GTM consultant audit or our GTM scorecard.

If you sell to a short list of large accounts, an ABM agency may suit you better than volume outbound.
