This guide is written for someone buying in English — so it says plainly which agencies actually operate in English, and which have an English page over a business that does not.
How B2B marketing is bought in Belgium
The B2B email rule is not in data-protection law but in the Code of Economic Law, Book XII, Article XII.13, implemented by the Royal Decree of 4 April 2003.
Belgium's distinctive B2B carve-out: consent is not required for an impersonal legal-entity address (info@, sales@, contact@), but the protection returns the moment the address identifies a specific human such as jan.peeters@company.be.
Enforcement is split and one half is criminal — breach of XII.13 is a criminal offence under Book XV enforced by FPS Economy inspectors, with reported criminal fines up to €200,000, while the APD/GBA enforces the GDPR layer separately.
APD/GBA Recommendation 01/2020 on direct marketing has been superseded by Recommendation 01/2025, which is now the only applicable recommendation — most competing sources still cite the old one.
Belgium has a genuine long-established B2B specialist tradition that Poland lacks: BBC since 1983 at €10.5M revenue, Living Stone claiming 30 years, Beyond Marketing 25+, LeadFabric 18 years in enterprise martech.
No Belgian agency in the research sample publishes pricing on its own site; the "From €1,000/€3,000/€5,000" figures circulating are Sortlist self-declared minimums, not rate cards.
The trade body is ACC Belgium — Association of Communication Companies, which is the closest thing to an independent register of who is real.
An English page is not an English agency
Belgium is three markets — Dutch Flanders, French Wallonia and bilingual Brussels — and the language of an agency's website tells you its actual centre of gravity. BBC, LeadFabric, Handlangers and MakeWaves are genuinely English-first; Stratenet is French-primary with an English layer and no Dutch at all; Umbau is Dutch-only and unusable for an English-only buyer without a call.
This matters more than any ranking. An agency whose canonical site sits in the local language with an /en/ stub bolted on will usually deliver in that language too — fine if you have a local team, expensive if you do not.
