This guide is written for someone buying in English — so it says plainly which agencies actually operate in English, and which have an English page over a business that does not.
How B2B marketing is bought in Italy
Prior consent is the rule and it is set by ePrivacy, not GDPR — Article 130 of the Codice Privacy (d.lgs. 196/2003) governs automated marketing including email.
Legal persons are still protected: the Garante's Provvedimento of 20 September 2012 held that companies were not radically excluded from privacy law and that the concept of contraente applies to natural and legal persons alike, so Article 130 bites even where the recipient is a company.
The only exemption is narrow soft spam under Art. 130(4) — an address obtained in the context of a sale, for the sender's own similar products — and Cassazione no. 15881/2025 treats it strictly: a website registration or newsletter sign-up is not a sale.
PEC addresses in the INI-PEC national register may not be used for promotional email without prior consent, which kills the most obvious free Italian B2B list idea.
The genuine B2B industrial capability is not in Milan-versus-Rome but along the northern manufacturing corridor — Bergamo, Verona, Rovigo/Padua, Cesena, Florence, Mantua and Marche; Rome is a public-sector and institutional city with essentially one credible B2B option.
No Italian agency in this set publishes a rate card, and BBN International currently has no Italian partner agency, so a "must be in a global B2B network" criterion cannot be satisfied in Italy today.
The trade body is UNA — Aziende della Comunicazione Unite, which is the closest thing to an independent register of who is real.
An English page is not an English agency
Agencies serving domestic B2B (Yourbiz, Fontimedia, DMA, Adv Media Lab, NetStrategy) often have no English website at all even when they run multilingual campaigns for clients, while those serving international industrial clients (Krein, Cdweb, Parklab) are English-first or fully bilingual. For a foreign buyer, a genuine English site is a near-perfect proxy for "has run cross-border B2B work" and is the cheapest filter available.
This matters more than any ranking. An agency whose canonical site sits in the local language with an /en/ stub bolted on will usually deliver in that language too — fine if you have a local team, expensive if you do not.
