How B2B marketing is bought in the Nordics

The three countries diverge sharply: Denmark's Markedsføringsloven § 10 requires prior consent for every recipient including info@ addresses, Norway's § 15 explicitly allows post@firma.no but explicitly prohibits ola.nordmann@firma.no, and Sweden's Marknadsføringslagen 19 § only protects natural persons so marketing to legal persons needs no consent.

Danish enforcement is real and cheap to trigger — recorded practice ranges from DKK 10,000 for unsolicited emails to thirteen people up to DKK 800,000 for more than 38,500 emails.

In Norway the consent requirement does not apply to oral telephone contact, so cold calling is available where cold emailing to named individuals is not; the same is true in Denmark, making "call first, get consent, then email" the compliant Danish sequence.

Three overlapping structures define the market: the BBN network partners (A plus M in Sweden, Iteo in Norway, Cylindr in Denmark, Luxid in Finland), the HubSpot tier ladder, and the single-country specialists.

Four agencies publish real price signals — Inbound Group (NOK 50k/75k/100k per month), Mindmill (DKK 25,000–80,000/month), Aboad in Finland (€3,500/month average) and Cylindr's non-numeric engagement terms — and Norway is the most expensive Nordic market for agency time by a clear margin.

Directory data on country of origin is unreliable: HANGAR49 is Cape Town and New York rather than Stockholm, and Synlighet is Norwegian rather than Swedish — both errors trace to SEO listicles and both are obvious in ten seconds on the agency's own contact page.

The trade body is Komm — Sveriges Kommunikationsbyråer (Sweden); Kreativt Forum (Norway, kreativtforum.no); Kreativitet & Kommunikation (Denmark, kreakom.dk), which is the closest thing to an independent register of who is real.

An English page is not an English agency

Denmark is the most English-comfortable, with Helion B2B requiring English fluency of its own staff and Cylindr doing 95% of its business internationally. Sweden has excellent English but a strong Swedish-language agency culture, and Norway is hardest of all — its best-resourced B2B agencies (Inbound Group, Solid Media, Frank & Dick) publish nothing in English at all.

This matters more than any ranking. An agency whose canonical site sits in the local language with an /en/ stub bolted on will usually deliver in that language too — fine if you have a local team, expensive if you do not.

B2B email in the Nordics

The UK carves business recipients out of its direct-marketing rules. Most of Europe does not, and assuming otherwise is the most expensive mistake a foreign buyer makes here.

The regulator is Forbrugerombudsmanden (Danish Consumer Ombudsman) — the strictest of the three, and the safe common denominator.

Ask any agency to explain its lawful basis before you sign. If they cannot, that is your answer.
